  4. A congressional aide's bloody past

  7.     The story -- a brutal attack on a college student in a nearby
  8. Virginia suburb -- was 15 years old, but when the Washington Post
  9. retold it last week, Capitol Hill seemed unable to concentrate on
  10. anything else. The reason went beyond the sheer savagery of the
  11. act: the attacker, John Mack, 35, is now the top aide to
  12. beleaguered Speaker of the House Jim Wright and arguably the most
  13. powerful staffer in Congress.

  15.     That Mack had a criminal record was no secret. Even so, there
  16. was horror at the viciousness and randomness of his crime as it
  17. was recounted by the victim, Pamela Small, the prosecutor and the
  18. surgeons who pieced her back together. Mack was managing an import
  19. store when Small stopped in near closing time to buy window blinds
  20. for her first apartment. Mack led her to a storeroom, where he
  21. grabbed a hammer and without provocation smashed it into her skull
  22. five times. Picking up a steak knife, he stabbed her shoulder and
  23. chest near her heart and slit her throat. He dumped Small in her
  24. car and left her for dead. Then he took in a movie.

  26.     If Small had the bad fortune to be shopping at World Bazaar
  27. that night, Mack had the good luck to have a brother married to
  28. Congressman Jim Wright's daughter. Mack was arrested and pleaded
  29. guilty to malicious wounding with intent to kill, saying stress
  30. made him do it. Mack was offered a job by Wright after sentencing,
  31. and ended up serving 27 months of a 15-year term in the relatively
  32. soft confines of the county jail rather than the state
  33. penitentiary.

  35.     Wright and Majority Whip Tony Coelho, with whom Mack golfs,
  36. support Mack's rehabilitation; they view the dredged-up story as
  37. an indirect attack on Wright, who is under investigation by the
  38. House ethics committee. Others feel that rehabilitation occurred
  39. before adequate retribution. Mack may have satisfied the demands
  40. of the legal system, but his elevation to a position of privilege
  41. may yet offend a larger notion of decency. Should a felon who has
  42. been denied the right to vote be instrumental in making the
  43. nation's laws?
